Until they can win a monumental match against a better team than them, then they are what many people think they are. City, losers of their previous match against Stoke, present a massive challenge for the Gunners and one that Wenger realistically knows his team cannot match over a 38 match season. That doesnt mean they cannot match and beat them over 90 minutes.
