MANILA， May 19 (Xinhua) -- The Philippine Commission on Elections (Comelec)， which acted as the National Board of Canvassers， proclaimed Thursday the 12 winning senatorial candidates， including boxing icon Manny Pacquiao.


Accompanied by the members of their families， the incoming 12 senators who got the highest number of votes from the May 9 elections include reelectionist Senate President Franklin Drilon， former director general of the Technical Education and Skills Development Authority Joel Villanueva， reelectionist Senator Vicente Sotto III and former senators Panfilo Lacson， Richard Gordon and Juan Miguel Zubiri.


Also proclaimed were Pacquiao， who is the outgoing congressman of southern province of Sarangani， Risa Hontiveros， former senator Francis Pangilinan， outgoing Valenzuela Representative Sherwin Gatchalian， reelectionist Senator Ralph and former Justice Secretary Leila de Lima.


While there were still remaining votes that need to be canvassed， Comelec Chairman Andres Bautista said those votes would not have any "material effect" to De Lima， who ranked 12th and received a difference of about 1.3 million votes from the top 13 senatorial bet.


Section 4， Article VI of the 1987 Constitution provides that the term of office of the senators shall be six years and shall commence at noon of June 30.


The poll body is also set to proclaim the winners for the party-list groups later Thursday.

KABUL, Aug. 26 (Xinhua) -- The death toll of an attack at a mosque on Friday in Afghanistan's capital of Kabul has risen to 40 while 90 others were wounded Nike Air Max 95 Sale , Afghan Independent Human Rights Commission (AIHRC) confirmed on Saturday.


"The AIHRC strongly condemns the attack on Imam-e-Zaman Mosque in Kabul city, which resulted in killing of 40 and wounding of 90 innocent civilians and expresses serious concern about increasing of attacks on civilians and sacred religious places," the statement reads.


The attack came when two suicide bombers stormed the Shiite mosque during Friday prayers at around midday in the northern area of Kabul.


Islamic State (IS) claimed responsibility for the attack.


Earlier reports said that 13 people, including three police officers, were killed and 38 people were wounded in the attack.


The statement noted that "attack on sacred places and mosques is an atrocious, inhumane and illegal action contrary to all orders of sacred religion of Islam Nike Air Max 2018 Sale , international humanitarian laws and our national laws."


The AIHRC demanded the government and security forces to identify the perpetrators urgently and bring them to justice at the soonest possible time.


It called on them to make all efforts for security of sacred places and safety of the citizens, the statement added.
